Santa Fe, NM comes to mind. it is, however, a high altitude city (7,000 ft) so it does get quite cold in winter. Albuquerque is also very sunny and has a milder climate. Don't forget about Las Cruces. It is a smaller city that has an amazing amount of sunny, clear days. I don't live in NM, but I do travel there from time to time.
Yeah, SoCal has the sun as well. There's a reason for that Endless Summer stereotype...
I had read somewhere that St. Petersburg was the sunniest, but that seems to be either out of date or misinformed. Still, it is one of the sunniest places in America with one of the highest suicide rates as well (named the saddest city).
The St Petersburg Times used to offer the paper free on days when the sun never shined. It very rarely happens.
Phoenix and Las Vegas arguably get the same amount of sun. So in this aspect, would you rather live in Phoenix--a suburbia, full of people who are trying to raise families and live a calm life--or Las Vegas, which I wouldn't say fits this very much and they have one of the worst problems in bad economies due to tourism. Since no one actually likes desert weather, practically no one visits Phoenix except for golf, we don't get hit by this very much. Almost Las Vegas' entire economy is about the strip. Of course, if you want a nightlife DEFINITELY pick Las Vegas because a nightlife does not exist in Phoenix AT ALL.
Yuma, Arizona gets even more sun but no one actually lives in Yuma. Honestly, just look at pictures, you will understand.
The sunniest cities in the US are the desert cities, located in the southwestern portion of the country, such as Las Vegas (Nevada), Phoenix (Arizona), Tucson (Arizona), Yuma (Arizona), Palm Springs (California), Redding (California) and some others.

I'm pretty sure I've become a nicer person and less irritable since moving to the desert. We get very little rain and it's sunny all the time in Albuquerque. However, I left the house this morning and we had gloomy grey cloud covered skies and I got in the frame of mind, "oh a gloomy day and on a holiday weekend". Boooo!!! Then the clouds cleared out in the afternoon after a quick rain showerand we got amazing clear blue skies and I can see another spectacular desert sunset will come around tonight.
The sun definitely makes me happier and cheers me up just to be out in it sitting by the pool or something
Arizona isn't the sunshine state cuz we have something that no other state has that is WAY better than a bunch of sunshine--The Grand Canyon So we are the grand canyon state and the canyon is on all our licenses :P
St. Petersburg, Florida gained the world record for the most sunny days in a row when the sun beamed down for 768 consecutive days from February 9, 1967 to March 17, 1969
