Santa Monica is the best place in LA county. The other great choices are Miami Beach and Honolulu.

The Los Angeles basin is not a valley. The air quality in the western part of the basin (West Los Angeles, Brentwood, Santa Monica, Redeondo Beach, etc) is actually not bad.

Even in some of the valleys, it's much better than expected. Especially the western valley. I live in the northwest San Fernando Valley. Here is a photo I took during this afternoon. A nice, blue sky.
