Veterinary School's are more competitive than Medical School (because there are far fewer of them) and would advise going wherever you're admitted since acceptance rates run in the 7% to 25% range. In terms of schools in locations with reasonable job opportunity, a low cost of living and overall safety I would focus on one of these and hope to get in:

Iowa State University Ames, Iowa
North Carolina State University Raleigh, NC
Ohio State University Columbus, OH
Texas A&M University College Station, TX
University of Minnesota Minneapolis, MN
University of Wisconsin Madison, WI
Virginia-Maryland Veterinary College @ Virginia Tech Blacksburg, VA
