I voted Seattle, but if I had to vote for the most underrated in this category, it would be Pittsburgh. I've always thought it was in a beautiful setting.
1. San Francisco (sorry Seattle)
2. Seattle
3. Honolulu (did we forget about Hawaii?)
4. Los Angeles (without the smog)
5. Portland
Honorable mentions: San Deigo, Miami, Santa Fe, Salt Lake City, Phoenix
Midwestern underrateds: Chicago/Milwaukee (lakefront), Pittsburgh/Cincinnati (riverfront), Minneapolis/Madison (city lakes),
1. Seattle
2. San Francisco
3. Portland
4. San Diego
5. Salt Lake City
Honolulu, Anchorage, Provo should be on the list.
