It is but it really depends on the overall demographics of Black Americans in each state.

The top three don't surprise me one bit. I've lived near those areas (they're all very close to each other) all my life and went spent my first three years of grade school at Windsor Hills Elementary. Very sophisticated and well-off neighborhoods.

I disagree with this list so much. I think the author meant well but she DID NOT do her full homework at all since many places were left out.

Here are JUST a few MAJORITY black locations on Long Island NY alone that were not mentioned (and i'm sure there are many in other places):

Lakeview, Long Island, NY: $103k
North Valley Stream, Long Island, NY: $98K
Wheatley Heights, Long Island, NY: $93k
Elmont, Long Island, NY: $86K

Also, I noticed that the article used average and median household income, which are two different things. Median is better, as it is the middle number out of all of the households from highest to lowest while average can be skewed by a very high or low household income
