Vermont and Wisconsin are not sister states at all. I live in S.E. Wisconsin and it resembles Ohio or Indiana and the rest of the state is similar to Minnesota. There are many industrial cities in Wisconsin from Green Bay to Kenosha. Kenosha is often considered a suburb of Chicago, which is only 35 minutes from Wisconsin. Vermont is like New Hampshire. I don't know about Oregon, but Vermont is not similar to Wisconsin with the exception of northern Wisconsin, which is very rural and overwhelming white like Vermont. Wisconsin is the 20th largest state with 5.8 million people, Vermont is ranked 49 with 623,000. This idea that floats around that Wisconsin is a state with a small population full of farms with cows and nothing else is not at all correct. Claiming it is a sister state to Vermont is strange.

Okay.... but it's interesting to think of states that aren't neighbors, but have a lot in common
(or maybe I should say "in parallel").

Offhand, the most obvious such duo I can think of is Maryland and Massachusetts,
the bookend states of the Northeastern megapolitan area.
Their stories are different, and yet:

Each is a small state (geographically), but contains a big city.

Each is on salt water, has an major harbor and a long maritime history.

Each is known for its big city's accent (Bawlmur / Baahston)

Each is noted for seafood (crab / lobster).

Each is home to a historic Navy ship (Constellation / Constitution)

Each is home to a James Rouse urban mall (Harborplace / Faneuil Hall)

Each votes decidedly blue in presidential elections.

Each is home to an AFC football team (Ravens / Patriots)

Each is home to an American League baseball team (Orioles / Red Sox), and therefore

Each hates the NY Yankees.

Wisconsin has professional MLB, NBA, and NFL teams. Lots and LOTS of lakes, in addition to an entire eastern border that is Lake Michigan. Oregon has the Pacific, but Vermont is landlocked. There are some scenes in WI, that remind of Vermont.

I wouldn't exactly call VT completely landlocked. Lake Champlain , between NY and VT, runs for about 2/3 of VT's western border. VT and WI are both dairy states, too, although there is quite a difference in quantity..

Oregon's sister state is definitely Washington. Wisconsin's would be Minnesota and Vermont's would be New Hampshire or Maine.
