Chicago, IL is number 48. BULL! It gets cold as hell here. I feel like this list is flawed because it doesn't focus on when the cities get cold it focuses on all year. Chicago gets very cold during the winter time (I consider it pretty mild at the moment and it is 21 degrees right now). But Chicago also gets pretty hot during the summer which throws off the cold temp average. eh whatever.

It focuses on AVERAGE temperature. There is a difference between CLIMATE and WEATHER. Climate is long term, weather is short term.

Chicago is definitely one of the coldest major cities, but this list seems to have chosen smaller cities as well, bumping Chicago behind those much colder, much smaller cities.
It's the geographer's touch. One thing about weather, climate, and geography that should always be considered is mathematics, and how that data is tabulated.
Not surprised that Minnesota and North Dakota dominated the top of this list. When comparing large cities, Minneapolis-St. Paul is definitely the coldest, followed by Milwaukee. After that, it gets a bit competitive..
