Personally I find Buffalo slightly underrated (if you can handle the snow), but I think it's pretty hard to say it matches up to Pittsburgh in terms of culture, music, etc., unless you're going to argue that Buffalo is a quick trip across the lake from Toronto. And as others have said, Hartford would be the most expensive as a rule.
Even just for sports arenas the riverfront development in Pitt has a lot more going for it as a destination area than Ralph Wilson Stadium which is out in the middle of not much. Better museums, etc.
I agree with eschaton though - what exactly is the OP looking for? That's quite the mishmash of cities, not really having much in common. Is your income transferable to anywhere? What do you like in a city? I'd rank Hartford last, personally, but the other 3 are pretty different.
Are any of these cities small to midsize cities? 3 of them have NFL teams.
I would recommend Frederick MD if you want small to midsize. Nice downtown and park, and about 40 min to DC
I think COL may be an issue and some may even debate if it is in the Northeast. I also wonder if it would be too small, given the areas the OP mentioned.

Some people have different ideas of what small/midsize are. Then there's the big difference in city vs. metro size, if the central city is small in area. The OP is coming from NYC metro, so is probably just meaning small or medium compared to the largest metro areas.
But as has been mentioned, Cincinatti isn't in the northeast - it would be a looong drive if that is the concern.
The other three cities are northeast, but Pittsburgh might be larger than what the OP is looking for. he didn't really get into details about metro size. Buffalo could work, if the job market is good in their industry. Same for Hartford.
Frederick may not technically be northeast, but it's not that far away.
