Best/worst governed is hard to define objectively, since people tend to bring their ideology into it. However, there have been many academic studies looking at how political corruption varies by state. Here is one of the most recent examples.
Generally speaking, there isn't any clear relationship to partisan ideology. There are left-leaning states, like Vermont, and right-leaning states, like South Dakota, which lack a culture of corruption. Similarly, California and Georgia are both corrupt states despite having very different partisan leanings.
I voted for Minnesota. It has the second lowest incarceration rate in the country (only behind rural Maine), a thriving economy, among the best schools in the country, a super-low unemployment rate, clean water/air, great health care, and a budgetary surplus. Given that Minnesota is balanced between urban and rural, its success is impressive.
Anyone who says/votes for California needs to be fired from having opinions.
Same with Washington.
