You mean two states that are extremely culturally similar?
I don't know if they are the MOST similar, but I've always found Kentucky and Tennessee quite similar in culture and attitude. Especially if you look at adjacent areas - Western KY is similar to Western TN, and Eastern KY is similar to Eastern, TN. At least, that's my opinion.

Oklahoma is actually much more akin culturally to Arkansas or Texas.
I would say Kansas' closest cultural brother would be Missouri and then Nebraska.
I tend to think that the west-Southwestern states of Arizona and New Mexico share some cultural affinity.

Alabama is more similar to Georgia or South Carolina. Mississippi has the whole delta thing which makes it more like Louisiana or Arkansas. Mississippi also has no mountainous areas like AL and GA.

No way. Maybe the lesser populated western Iowa and Nebraska, but as far as populations and cultures they very very different. Iowa is more in line with Minnesota and Wisconsin than it is with Missouri or Nebraska.
