Omaha, while it has it's crime problems, continues to lower violent crime, had it not been for the Mall Massacre, and a similar suicidal grandpa early in the year, Omaha would have been WELL below it's average, and the city was awarded for it's effective police force days before the rampage on December 5th, which was unpreventable in my opinion. So I'm sure we're doing something right. If we could spread that to other cities, maybe nationally crime rates would drop.

however, it is also true that crime isn't too far out of control, it's just made more public. Still, anything to lower crime rates further would still do us some good.

As far as St. Louis, I'd think providing more for the schools could help. It seems like kids that are more educated are probably less prone to crime.
