It's not legal because it's still illegal under state law. The voters of the city of Denver voted two elections ago to strike down city and county laws against posession of marijuana (as long as it's less than 1 ounce), and again last eelection to direct police to make enforcement of pot the lowest enforcement priority (again, so long as its less than an ounce). However, there's still a state law and a federal law against marijuana (for the moment), so, yes, it's still illegal.
However, possession was decriminalized quite some time earlier to make it a misdemeanor, provided it's less than one ounce, punishable by a $100 fine. That's a lot more lenient than most states.
"It" refers to marijuana. From the Denver forum. Denver, however, in NOT like Amsterdam. IMO, no place is, whether physically, or culturally. The US is not the Netherlands.
According to tfox, who seems to know this stuff, the police have been directed to make posession of marijuana their lowest enforcement priority. It is still illegal.
