I'll go with the midwest. The cost of living/buying power and friendliness are more in line with what I'm familiar with here in the southeast. I'd specifically choose between Cincinnati or Kansas City. I love those metros. Cool thread.
If I didn't have connections with both family and friends in the Southeast, I would select the Mountain West just because of the beauty of the region and also not quite as expensive outside of a few IT cities. I would look at Twin Falls ID, Spokane WA (which I would consider the interior Pacific NW to be Mountain West), or Salt Lake City UT.
If I was going to move and still wanted to be near KY/TN, I would choose the Midwest for some of the same reasons march2 selected it. I would probably look at Cincinnati, Columbus OH, or Champaign/Urbana IL.
