Thousand Oaks, CA. Closely followed by Carlsbad. Newport Beach doesn't quite enough people to qualify for your size criteria.

What constitutes nice? Best scenery, friendly people, widest job opportunities, range of shopping, variety of eateries?

I would say that Colorado Springs, Fort Worth, or OKC might fit the bill. None of the mentioned are strictly conservative, but they are right leaning.

Not ordered:

1) Limited natural hazards. 2) Good geographic location. 3) Nice, desirable downtown area (a skyline or vistas would be nice). 4) Strong local culture and sense of community pride. 5) Low crime rate. 6) Good business climate. 7) Tourism to the local area. 8) Food and restaurants.

The ones I've personally been to which are decidedly right-leaning and I enjoyed are Tulsa, OK and Omaha, NE.

The people were very friendly in both locales, there was quite a bit to do in both locations, and a decent economy at the time I was visiting.

Based on the OP's criteria I agree regarding Omaha or Tulsa and would add Des Moines as well.
