I'd not heard the term before. But I'd have to say the Great Lakes Region. Right or wrong, I've always lumped the gulf coast in with the atlantic and considered it "east coast." Not saying that's correct, just how my mind thinks of it.
The Gulf Coast is the Gulf Coast, and the Great Lakes are the Great Lakes. I think I’ve heard the Third Coast once or twice in regards to surfing the Great Lakes, but I never heard it going to college in the region back in the 90’s (maybe I did and don’t remember?).
I think it’s something that was tried, didn’t stick, but never went away completely? Even the Wikipedia page the OP referenced is lacking with examples of its usage, and very ambiguous about what it is. That alone should tell you all you need to know.

That's like calling Louisiana an east coast state.
To me a coast is bounded by salt water. Ergo, the gulf coast is your third coast. Lakes have shores, oceans have coasts. Except that is in New Jersey where going to the coast is "goin' down the shore".

Not exactly. States have different cultures and accents and cuisine. Louisianna moreso than other states, thus I wouldn't ever call it an easy coast state.
Gulf water does touch east coast Atlantic water....and well, water is water.
I think it’s East, West, Gulf Coast and the Great Lakes. Anything else sounds dumb to me. Can you even imagine a conversation when two people are talking and one says where do you live? I live on the East Coast, what about you? I live on the third coast.
