Definitely the East. The East lacks desert entirely, while the West is mostly semi arid or arid. Even the Pacific Northwest is only "green" up to about 120 miles inland and has an intense summer dry season.
Despite a good chunk of the east being brown and dead looking for a good portion of the year overall it's much more lush and green. Much of the west is pretty brown and arid with a good amount of area being like that year round.
Pacific Northwest west of the Cascades is the most green area. Especially with it being green through the winter. But I'd agree that it doesn't balance out the rest of the entire west.

The Pac NW isn't any more green than the upper Midwest, Southeast, or New England. It might be equal at best.

It's the "year-round" part of the question that mostly makes me say that. It's greenest here with the winter rains. It's not covered in snow and the grass doesn't go dormant. While in non-drought years anyway summer is comparable too.
