Samsung could build a $10 billion advanced logic chipmaking plant in Austin, according to media reports, potentially adding to the company's existing multibillion-dollar facilities in Central Texas.
Along with an already expansion that's currently U/C. Samsung pouring alot of $$$ in Austin.
Wouldn't a factory make more sense in a low-cost area like Wisconsin or Tennessee?
Wisconsin, maybe not because of Unions.
But this isn't just any ol' regular factory. I suspect it's going to be similar to Tesla's Gigafactory, where they will need to staff a ton of engineers and IT employees to work onsite. Those workers aren't trying to live in Wisconsin or even Tennessee.

Upstate NY in between Buffalo/Rochester and Phoenix are also in the running for the Samsung facility.
Tesla has a facility in Buffalo and there are semiconductor plants in Malta outside of Saratoga Springs(Global Foundries), Marcy outside of Utica(Cree, being built) and East Fishkill(also Global Foundries). So, there are likely other aspects consider in terms of site selection for said facilities.

Samsung already has a very large manufacturing facility in Austin. I don't know if that new facility will happen in Austin, however. They apparently want a lot of concessions from the city, and I don't see why Austin would offer them at this point. (Growth is already too fast). Seems like the Amazon HQ2 situation.

They offered pretty generous incentives recently for Tesla's Gigafactory.
I guess having government shoot you in the foot is better than having it shoot you in the head?
