And, many NJ cities like Newark, Jersey City

Boston, Philly or North Jersey.

NYC still has it's areas but the city as whole is a far cry from it's 90's notoriety. Immigration and offensive CoL have long diluted it.

Boston Philly NYC. Aggro is typically something that connotates aggressive AND annoying. In which case Boston and NYC are easily tops- bar none. Philly is just aggressive.
