Out of your list I like New Orleans the best. It's the most historic, most dense, has the most going on, and has the best architecture. The city has so much soul and much it can be found in and around the general downtown area.

Good choice. Some of these mid-sized cities advantages are obvious. I actually have been to every one of these places and found at least one good or interesting thing in each of them. Most mid-sized city downtown are not the most happening though. However, Indy's downtown was more than I expected it to be.

I like dt New Orleans and Portland Oregon. Downtown Portland is dense, walkable, pretty safe, has excellent shopping and dining, nice light rail, plenty of dt residence, a great train station and is bicycle friendly. Also lots of greenery.

I don't know about best, but I'd give the "MOST IMPROVED" awards to Norfolk and Providence. These are two cities which had NOTHING going on downtown 10 years ago, but today have great vibrant little downtown districts.

I would add Greenville, SC to this list...I was very impressed with what they've done with their downtown.
