Out of these option what is the least worst option for a person who is social conservative, wishing Reagan was the president, frequently church-goer, not a fan of big government, pro-capitalist.

I don't understand the premise. For four straight elections, I was registered in congressional districts in which the Republican was the only choice in the ballot. In what ways do you think my everyday life would have been different somewhere else?

It's the local and state levels they are looking at, not the federal level.
Out of the choices I voted Tampa, father in law lives in the area and it seems to be what you are looking for. You say you are a “church goer” but did not specify, if you are an evangelical then any number of small towns in Tennessee would be perfect, would not mind living there myself.

My area is like that too, all elections are decided in the primary, no democrat stands a chance of winning so they don’t even try.
You have some pretty extreme weather differences between cities. I'd pick Spokane, and specifically some of the local bedroom communities, or into Idaho in Post Falls or CDL. Economically it might be best to live in Washington and shop in Idaho for the income tax break vs. sales tax break respectively.
Though I've had a couple of nice visits to Tampa, I'm not a heat and humidity loving person, so Tampa would be tough to live in for me.
Based on the wording of the original question, I would say none. The fact that you frame your question as "which is the least bad" rather than "which is the best" makes it clear you don't actually like any of the options. Life is too short to purposely move somewhere that you don't care for.
