I lived in California 60 years with that permissive yellow law for left turn traffic. Sit in the intersection and get to turn left as the light is turning red for oncoming traffic.
I have lived in Tennessee a year and been doing the same but seeing Tennessee drivers being timid about it.
Well at the 4th of July celebration at World's Fair park yesterday, I asked a group of cops. OOPS! I have been violating the traffic code.
It is unlawful to block the intersection unless actively turning. I am required by vehicle code to stay behind the crosswalk until I can complete any left turn move I initiate.
So, lesson learned.
This was news to me. I had not clue there were states where left on permissive yellow was not lawful. Now I know.
I am OK with that as I am finding most Knoxville drivers are far more courteous than those in Northern California. If missing a light cycle to turn left is part good driving manners, then I am all in with that.

Wow. So my state of Tennessee is one of only 13 states that prohibit you from driving into the intersection on left turns. No matter. Drivers here are generally polite and courteous. That is a good trade from Northern California for me. I will take that trade any day of the week.
Last week I tried to merge onto I-40 from the on-ramp. Signaled, 2 cars passed me, and car #3 slowed up to create space for me to merge. That would never happen in Northern California. Signaling to merge is cause to group up and make sure the car can't merge into the queue.
There is a reason Northern California needs ramp metering and Knoxville doesn't. The drivers are more polite and conciliatory here. In short order, somebody nice will help you out without the stress and egotism that leads to combat driving.

I don’t doubt your experiences, but you should spend more time in Nashville and Memphis before generalizing the whole state.

As for enforcement of any yellow light rules, I doubt most cops have time to bother with such unless the specific situation looks dangerous or they’re just bored and/or needing to fill some quota.
My guess is most states have similar rules but nobody bothers to care much.

I defer to you and it makes sense. Stressed out, big city drivers are always selfish and inconsiderate. I have no doubt you are right and yes, there were many rude drivers in Nashville.
So that would mean the states with restrictive yellow light laws are:
Connecticut, Iowa, Louisiana, Michigan, Mississippi, Nebraska, New Jersey, Oregon, Rhode Island, Tennessee, Virginia, West Virginia and Wisconsin.
