My wife and I drove from Harrisburg, PA to Hilton Head, SC and saw one of every state license plate, plus Washington DC, Ontario, and Quebec; however, we did not see any Hawaii, New Mexico, nor North Dakota license plates during our trip. Weirdly, we saw Wyoming three different times though.
So we got to wondering: what specific point in the USA would you find the greatest variety of different state license plates?
My answer is anywhere random along I-95 in the Northeast Corridor. Probably the closer to the major cities of New York City, Washington DC, Boston, Philadelphia, Baltimore, the more plates you might see.
I felt Manhattan, or Times Square in particular, would heavily favor New York or New Jersey plates given the many modes of transporration into and around the city (train, ferry, taxi, Uber, subway, etc.)
So, what do you think? Where exactly would a person stand the best chance of winning the license plate game? (getting all 50 states+DC)

Hollywood? Times Square? I-95? Downtown Chicago?
I live in the Bay Area of California and I feel like that is where you get the most variety of state plates. I see a ton of Oregon, Mississippi, and Georgia plates here. I was shocked to see Hawaii plates here too even though Hawaii is an island.

I saw Alaska and South Dakota plates in New York but probably Yellowstone national park and Florida see plates from every state.
I would have to say that NY and DC probably have the most overseas licenses plates. You always see lots of European plates in and around NYC and DC too. All of the embassies, consulates, etc.
Texas has lots of non-tourist's out-of-state license plates including Mexican ones.
