I am quite content with living in Missouri, but let's pretend that I can no longer live there. What place would be my best fit for what I want?
  • Good cajun food
  • Fast internet
  • Nice downtown
  • Small town feel
  • Festivals happening somewhat often (probably one festival every month or two maybe)
  • No need to worry about crime
  • Low traffic
  • Music scene similar to Memphis (blues and classic rock, maybe some country too)
  • Nearby lake or beach
  • Lots of clear days

Mobile or one of the suburbs, specifically Fairhope. Checks a lot of boxes

A lot of Cajun Food in the area
Good, reliable internet
Mobile has a pretty good Downtown IMO (Fairhope has a cute little downtown)
Fairhope not necessarily Mobile has a small town feel
Festivals happen pretty often in the area
Crime in Mobile is comparatively lower than many central cities in the South
Traffic is matter of perspective, but I feel outside of the Mobile Bayway, traffic is pretty alright
Downtown Mobile has a little music scene beginning in recent years
Just 40 minutes from the beach

But
You won’t find a lot of clear days though

Update: I've been told Tupelo, MS and Muscle Shoals, AL would be good fits. This true?

If you're looking at Tupelo and Muscle Shoals, then you should also look at Cookeville, Tennessee. There's a lively Cajun restaurant downtown and a wonderful Cajun seafood market, 10 gig internet, a thriving downtown, lots of festivals (just this fall: free community fall street festival, blues & brews festival, wine festival, Hispanic festival, Food Truck Festival, whiskey festival, Bacon Fest, Cajun street festival, Shakespeare in the Park, an air fair, Rocktober, and more), lots of live music (a couple dozen bands just this weekend, for example) and 1200 miles of lake shoreline within a half hour of town.

Lafayette, LA checks some of those boxes really well.
