Someone else said Davis CA. I strongly second that. More road bikers per capita than any place I've seen and I would put that town into category with European nations it's so strong.

No. The OP just assumed it would be a place with a mountain biking culture. The answer is probably places with bicycle commuters. Mild climate big college towns are the obvious candidates. Those people might also have mountain bikes but spend more hours on a road bike.
Obviously Indianapolis has basically no real mountain biking outside of a couple of parks, but our network of interconnected trails are excellent and getting better.
You could ride from just east of Cumberland Indiana on the east side of Indianapolis using the Pennsy Trail and use trails to get downtown. Once downtown, you can hit the Monon Trail and ride out past the northern suburbs of Carmel/Westfield to Sheridan. All total that's a 44 mile ride one-way using just trails, save for a separated bike lane on Shelby Street.
Pennsy Trail --> Pleasant Run Trail --> Shelby Street Bike Path --> Cultural Trail --> Monon Trail
Along the Monon Trail, you can intersect with the Canal Towpath, Fall Creek Trail, and an assortment of other trails in Carmel. In addition, the Pogue's Run, B&O, Nickle Plate, Eagle Creek, and aforementioned Pennsy Trails are all being expanded.

It's the same with Dayton, OH. They have one trail called the
"Little Miami Scenic Trail" that goes 78 miles.
This trail will, hopefully, someday link with the Cardinal Greenway in Indiana and eventually go clear across Indiana from Richmond northwest toward NWI/Chicagoland. Would be so awesome to, hypothetically, ride bikes from the Chicago loop clear across to Cincy or Columbus. It isn't Katy Trail Scenic, but would be cool nonetheless. For me, a link from Indy to Chicago would be great if ever realized via the Monon Trail moving north.
