Parts of Los Angeles, Chicago, NYC and Miami are my vote. Maybe San Francisco.

Southern historic charm
Charleston
Savannah

All of the Hawaiian Islands (Maui in particular)

Fall in Stowe, Vermont or Bar Harbor, Maine

Any place you can see the sun set in the Pacific Ocean is pretty romantic (potentially). Of course it helps when it's not pouring rain or clouds obscure the sun, so I'd say that favors Southern California over much of the remaining West Coast.
