Also Nevada... beyond the Las Vegas metro area, it's mostly empty.
Highway 6 from Tonopah to Eli is the loneliest highway we have driven, not Highway 50. 170 miles and very few other vehicles on the road until you arrive at the 318 cutoff.
New Mexico. Even Albuquerque, with half the state's population, at the crossing of I-25 and I-40 has been modernized in the last 20 years and is no longer a chokepoint. Perhaps a small stretch of I-25 south of this interchange is problematic at the Coal St and Central Ave exits, but nothing really heavy. Imagine having the state's two largest population hubs (Albuquerque and Las Cruces) and driving on I-25, there is a total of less than 25,000 on exit ramps on the 225 miles that separates these two cities. And I am giving the largest example of two cities in the state. Albquerque west on I-40 and east on I-40 to the Arizona and Texas borders respectively, is also very empty.
North Dakota, Alaska and Wyoming would be my guess
