Basically, which cities or towns are the most affordable (housing, taxes, etc.) while having the least amount of crime (violent, theft, illicit drug use etc.)?
To get targeted suggestions, a place size range is needed. Degree of winter is also a factor. Plenty of candidates in parts of states most wouldn't consider. Your other recent thread has state targets, climate preference, political preference and a bit of a size criteria ("under 50k" is several very different experiences). So you are throwing it open beyond those criteria here or not?
Just about any small town in the middle of America will meet your criteria, as stated. The will be virtually no crime and real estate is a lot less expensive than it is on the coasts. Get yourself out to where there are still family farms.

This has sadly become the "norm" in many of these small town America towns. There is minimal industry, fading economies and folks moving away that were born there.
Safety is all relative to a person's perception, situation and comfort level.
What's considered safe to person A may terrify person B.
Small towns and rural areas are sometimes a criminal's paradise.
That's my concern about middle-of-nowhere small towns.
The safest places will have high income, poverty creates crime. The high income places will be expensive. I don't know of any safe and cheap places in the country. And safe is always relative.
Find a small town with a college in it. A place like Mt. Vernon IA, or Pella, IA. These places are still pretty cheap while still having some type of functional economy

Not really, San Francisco has the highest household income in the country and while I wouldn’t describe it as a particularly dangerous city, still has a lot more crime compared to some small town with a third of its income in Wisconsin or Maine.
