One of my favorite things to do especially when I was younger.
There is no list, just looking for opinions.
For me, it starts with good, reasonably smooth, navigable streets and roads.
Not a lot of 4-way stops.
Fellow motorists that aren't aggressive or reckless.
Not too much traffic.
Well lit, perhaps... or perhaps not, to let the natural light of the moon light the way. A place would need a lot of clear skies for that.
Interesting things that can be seen at night.
Maybe a high-perch spot to look down on the city from.
This last one goes against C-D conventional wisdom: wide-open and car-centric is probably a bit better for this exercise. We are talking late-night drives, not late-night strolls to the subway station.

As far as broader areas go, when I used to live in San Diego my friends and I would often take the 8 to the Sunrise Highway late at night when there were meteor showers various times throughout the year. There is an awesome viewpoint not too far from the exit off the 8 with crystal clear skies perfect for watching meteor showers or just to see a LOT of stars.

I was getting ready to write the same statement. Only thing I would add is LSD heading north from the southside. I also like coming in from O Hare but that is never light traffic.
Phoenix is actually pretty cool at night. The newness, super wide streets for going fast, and expensive cars everywhere all really make you feel like you've made it.
In Seattle, Aurora heading north from downtown has a nice vibe at night. You pass such a long stretch of apartments while going fast --- really making the city feel big and dense --- and then you're suddenly coursing hundreds of feet over Lake Union with a view of the house-dotted hills.
