That's an easy one...San Francisco. They have some of the, if not the most, expensive per square foot prices of any place in the nation. If you're not super rich or super poor, you won't make it in San Fran. The poor have amazing programs in place to assist them that most big cities could only dream of.
Most big cities don't dream about giving handouts to the poor.
Oh they do, that's why leaches to society move there and certain generations of people prefer big city living because the culture of milking the government and tax paying, hard working citizens is a normal way of life to these bands of idiots. Big cities have 100's of jobs, if not thousands, that revolves around generations of people milking the government (taxpayer) dry. And they won't change a thing because it would mean a loss of jobs and way of life for so many people who choose to not respect education, their neighbor, themselves, authority figures, etc.
Just ask Des Moines, Iowa politicians. Over the past 10 years, they have suffered from an invasion of roaches...low class Chicago citizens moving to their city to take advantage of Iowa's easy to get welfare. It's disgusting.
It's a fact of life that big cities have to provide for the super poor. Big cities do dream of giving out the best possible assistance to those in need. Do you think they make plans for poor assistance? We don't live in a made up world where there are no super poor. If you want that, it's called Communism.

On the off chance you ever decide to run for Mayor of Boston, I'm voting for the other guy.
Government assistance, under-the-table income, etc.
Or student loans. In college and grad school, I survived several years earning less than 10,000/year from internships, assistantships, etc. Student loans helped pay for the tuition, books, rent, etc. Had to pay it all back, though.
