About 40,000 state laws taking effect at the start of the new year will change rules about getting abortions in New Hampshire, learning about gays and lesbians in California, getting jobs in Alabama and even driving golf carts in Georgia.
Several federal rules change with the new year, too, including a Social Security increase amounting to $450 a year for the average recipients and stiff fines up to $2,700 per offense for truckers and bus drivers caught using hand-held cellphones while driving.
If one law were repealed for every new law passed, then 40,000 new laws wouldn't be an issue in the least. It nothing else, it would mean that our legislative system is keeping pace and evolving with the times and not turning into a cumbersome juggernaut of irrelevant and outdated laws.

If I ever run for political office, I would want to repeal a lot of old and obsolete laws. We pass so many laws now that by being in compliance with one, you probably are in direct violation of another!
I would at least push for legislation that required any new laws to either REPLACE existing laws, thereby repealing the old laws in the process, or ensure that they are compatible with existing laws before they are passed.
Reminds me of these "new" laws prohibiting cell phone use while driving. Most states already have distracted driving laws, but the police don't enforce them.
I'm surprised at the 40,000 new state laws, given the desperate financial condition of many of our states, cities and counties. I would have expected at least 100,000 or more. More opportunities to level fines, help fund our public-union pensions destined to bankrupt our country, along with prison costs.
