Likely just due to the sheer size of those cities which makes more jobs available. As the U.S. (to my knowledge) has always been attractive to foreigners, all cities have a net gain of them. The most highly populous regions just receive the most because that's where most immigrants get their first jobs. I believe climate is responsible for the movement within the country, as most Americans seem to want to move south (based on the data) where it is warmer. A lot of L.A. residents must be be migrating to Phoenix, which could become the next L.A. if population growth there continues.

We will see how long that list lasts. Most of the cities with a positive gain are experiencing very hard times due to the economy. Way more so than the ones with a negative gain.

Not surprised that Atlanta and Phoenix made the list. Notice how almost all of the cities that are gaining population are located somewhere warm.

Just my guess:

Reason #1
If you were moving to a totally different country, wouldn't you move to a place where you could find some of your native people?

Reason #2
Employment/Education

Reason #3
Public Transportation

Reason #4
Less Scrutiny

Notice that this observation is not true in every case...there are 6 cities that rank in the top 20 for both domestic and international in-migration:

Phoenix...#1 domestic, #10 international
Dallas.....#2 domestic, #5 international
Atlanta...#3 domestic, #9 international
Houston..#4 domestic, #6 international
Denver...#11 domestic, #17 international
Seattle..#14 domestic, #14 international
