What do you mean by "best"? What are you looking for in a city?
diverse young prof population. it seems to be largely white most places dc included. actually just started for interest. do not have any plans to move outside the balt/dc area
Ethnicity, religion, etc are fairly irrelevant for truly Darwinian, profit-seeking industries
Caliber of college and one's major/grades and skills are far more relevant for early career opportunities
Top software engineering grads almost all migrate to Silicon Valley after college
Top finance grads nearly all initially migrate to Manhattan; and some later move to Greenwich or Silicon Valley/SF or Beverly Hills

It really depends on what kind of engineering that you want to do. For Aerospace, the South, Southeast, Southwest, and Northwest are all major points (East coast and Midwest have some too). For mechanical pretty much anywhere, same as electrical, computer, ....
If you're looking for areas that treat "SE Asians" well, all major metropolitan areas in the USA will welcome you. As far as I know, there aren't any areas which are racist against SE Asians. Ignorant about the culture, history, etc. ... maybe, but racist or intolerant, nope.
There was a girl from my college who dated a Thai and was surprised because she experienced some negative attention from it. As there aren't many Thais in that town, I'm pretty sure it was from the white side. Vincent Chin experienced some pretty heavy Anti-Asian prejudice as did some Koreans during the LA riots.
Still I think Anti-Asian prejudice in the last 15-20 years is more stereotyping than violence. Namely that Asian men are dorks who speak poor English and can't get women. If you are an engineer you might get that stereotype anyway. If you are a professor of English literature or something probably you wouldn't.

Honolulu, San Francisco, San Jose, Sacramento, Jersey City, Oakland, San Diego, Seattle, St. Paul, Long Beach, Fresno, and LA all have Asian populations over 10%.
