Most of the upper Midwest has foliage displays that are very, very good. I know in Michigan we have fall colors that will rival New Englands color most years. That comes after living in Maine for 20 years as well as Michigan for a bit over 20 years. Both New England and the Midwest a lot of the color depends on what types of trees you have. Anyplace with good mixed hardwood forests and cooler temps will produce some good color.
I second this and include the Adirondacks, Central NY(Syracuse/Utica-Rome areas) and the Southern Tier(includes areas like Binghamton, Elmira, Jamestown, Olean, etc.).
Just wondering, I know New England is famous for their displays but its a big country, there must be other states with good autumn folliage displays?
