That applies mostly to the Cubans in Miami. Most Cubans back in Cuba are closer to African Americans in skin color than they are to Anglo Saxon Americans.
the highest number of blue eyes is usually where the highest numbers of whites reside. a person can't have blue or green eyes unless they have some Caucasian ancestry, although full European whites can have brown and black eyes naturally. before someone goes on saying that you're neighbors sisters aunt has blue eyes or something and that they are non-whites remember almost all "african americans" in this country are mixed with some white (I think the number is around 20% average european ancestry in the "black community"). "hispanics" in this country are mostly mestizos which means they are a mix of white spanish and brown amerindian, enabling them this trait.

^^Actually, a coworker of mine is from Jamaica, and she said her cousin has blue eyes and is black too. She said it's because somewhere in the past in her family tree there's an English ancestor who had blue eyes I guess. It must be pretty rare to see a black person with blue eyes. Never seen it myself, and I've come across many black people where I work.
I have blonde hair and blue eyes, which is a freak of nature since my whole family has brown hair and brown/hazel eyes. I definitely stand out, lol. I don't really look italian with these 2 features. Though I'm told my face looks italian, despite the blonde/blue. Whatever that means, haha.
