In the 90's I heard there was a large Puerto Rican community along Buford Hwy in Norcross, GA. I just searched google and there are Dominican, Puerto Rican, Salvadoran, Mexican, and Cuban meetups at the Puerto Plata Restaurant there.

I would say areas of Gwinnett (Norcross) - for the rest of Georgia outside metro Atlanta, not so much.

Gainesville, GA, Norcross, GA, small parts of Dekalb County.

Buford Highway in Gwinnett and Dekalb would be the best bet but its very high crime and crappy schools.

Definitely Norcross- anywhere along Jimmy Carter Blvd. And as others have mentioned Buford Highway. I used to live in Norcross and liked it a lot.
