The problem with that "rationale' is that a single, centralized definition of rights tends to concentrate power, and to fuel the desire of the less-scrupulous to seize, wield and abuse that power.

Or, as Acton put it. "Power tends to corrupt, and absolute power corrupts absolutely."

Then stop using terms like "definition".

Whether the administration of law is centralized or singular...
the definition of what is X or isn't Y shouldn't depend on local preferences.
iow: you're entitled to have you own opinion but you don't get to have your own facts.

All of which is just a smoke screen around the 6 or 10 hot button social issues.
It is past the time to settle these and move on.
