You notice some cultures are precise or rigid and their language sounds sharp, rigid, and precise? Some cultures are emotional and have smooth flowing language. Does their language influence their culture or does their culture reflect their language?

Both.

Culture is language, and language is a primary force of culture. It's why governments worked so hard to eradicate native languages in subjugated peoples. They knew that if you rob the people of their language, there is no way to hold on to their culture. The British did it to the Irish and the Welsh. We did it to the American Indians.
