When a city devotes resources and man power to high crime areas of town. Is this "targeting" if the end result is more minorities getting arrested?

I heard a good response to this question recently. Chances are, the high crime areas are where most of the 911 calls are coming from, hence the presence of police more frequently. Anything else would be a waste of taxpayer's money.

I consider it like anything that needs and is demand by those not criminals the duty of government. I think we see the results of not as areas become infested and people start protecting themselves more and more.
