I think that's a very case specific question. Nor are many, if any, here actually educated on the subject enough to have opinions that matter, including myself (I'm just humble enough to not be an idiot about it).
I'd say some can, and some can't though. As for how we deal with the one's who can't, there's legal questions and the pesky issue of rights. Indeed, if no one had rights, things would be so much easier, but alas, everyone has them. If someone has no committed a crime, you cannot lock them up. Even if they are likely to, there is an ethical question as to how proper it actually is to lock someone up for a potential crime. Sure, we may stop at a psychological analysis, but at a certain point, would trends simply be enough? In that most child molesters are men... so should men just be registered as sex offenders automatically to avoid the stress? I know that sounds crazy, but how different is that from "well, they could kill someone even if they haven't yet."
It's illegal to lock someone up if they have no committed a crime. Surely you knew that, so I can only assume the problem is that you just don't care.
There is such a thing as forcibly interming someone to a mental institution.
