evil people don't always have a glare in their eyes
That's why I haven't voted in the poll. That option needs to be worded differently. Someone who looks at you with crazy eyes might, in fact, be crazy. But you just can't assume they're evil, too.
One of the worst murderers we had in general population had visitors every weekend. He would put on his best clothes and when he went into the visiting room every Female in the place would swoon. He looked like Brad Pitt and had a "killer" smile. In his case it was a killer smile. LOL.
It depends on the type of crazy eyes you mean. I have never known anyone with Charlie Manson laser-beam, you-are-under-my-power eyes who didn't also have Charlie Manson traits -- they turned out to be wife-beaters at the very least. There have been no exceptions to this in my personal experience.
But people on the autism spectrum have weird eyes too -- they can't meet your eyes properly, and some of their eyes are like buttons sewed onto their faces, for all the expression they have. The porch light's on, but there's nobody home. 99% of these people are harmless.
Depressed people have those Keanu Reeves-puppydog or Meg Ryan-mermaid eyes that you could fall into and drown. They may or may not be dangerous.
