Why is it so widely accepted that some countries can have those weapons while other countries not only can't have them but also have to prove that their civil nuclear programs are only for energy purposes?
I think major nuclear powers should pay large compensations in money, gold and energy resources to countries that don't possess atomic bombs. It would be fair and cool.

How do countries without nuclear weapons enforce that rule against countries that do have them?
