Sad when that happens. I was hoping the article would actually list the states. Honestly I don't know if my state is one of those or not. Last time I paid to dispose of an old computer and t.v. in the effort of being green. A quick search on Google reveals this website:

An Internet search engine such as Google or Bing could be your best friend. And you don't have to wait around for someone else to dig up the data for ya!

Call any electronics/TV/computer repair shops and see if they want what you are throwing away for parts..... Beats paying to have it removed and could also put some $$ back in your pocket...

-or-

Put the item(s) out next to the garbage with sticky note(s) that say "Works" Guarantee it will be long gone before garbage collection time.

So some states are following Europe's lead? In case you haven't noticed, many products tout they are RoHS compliant, which is mandatory in the EU.

I guess if the unemployment gets really really bad the police could hire thousands as garbage police to hunt for those nasty broken electronic toys mixed in with soiled diapers and plastic vitamin jars......

I put two BIG screen TV's out at the curb. Stuck a sign sayin $25.00.
They were both gone in 20 minutes....[not purchased....just GONE]

My county has a contract with Waste Management for once a week pick up of garbage, two recycle bins [orange for paper/blue for metal,plastic] and yard waste. Also make a call for appliance pick up or electronic stuff. Costs $164 a year.
When the program started, it included plastic bags and styrofoam. But when the market value dropped to no value, we were told that we no longer needed to recycle those items.

I traded mine to my roofers. The owner of the company offered to repair and seal and repaint my chimney, a $300 value, for my Curtis Mathis big screen. "Uh, how fast can you back up your truck?"

There was a discovery channel program on disposal of elctronics. They eeven put a trackig device on some electroniscs that were goig t one of the top green disposer. Sadly they were able to track it to vitenma and china the same as the non-freen. I these thrid wrold reas both and others the inhabitances are being exposed to hazard as they burn for the valubale metals.Supose green isn't always green or are the green sllers of service it seems.So often laws like this nothig but let the hazrd be ship else where to people who need the hazard even less than i thsi country.
