The post I originally applied too was about credits, yes? What is the goal of the credits? To provide financial incentive to reduce sulfur emissions beyond what the limits are so you can get a credit, yes?
You can significantly reduce your emissions simply by using a product with lower sulfur. This one of the reasons this system worked well, it was partly attainable by simply switching the source of the combustion product.
58% of coal fired electricity is produced from plants with scrubbers. That will soon be 100% unless there is some hefty trading.
...and 40% of the coal burned nationwide is low sulfur from Powder River Basin.
All from pre implementation of The Cross-State Air Pollution Rule. Many utilities are shifting back to higher sulfur coal after installing scrubbers. Coal production in Illinois is growing a twice the rate of PRB coal. The era of shifting to Western coal in order to avoid installation of scrubbers is over.
All businesses can recoup 100% of their costs. You obviously have no understanding of tax accounting. Perhaps you should read more and post less.
I am not a CPA. I am, however, a consumer of the news and talk radio. If businesses were allowed to recoup 100% of costs, they wouldn't cite increased cost as a reason to oppose every proposed emissions regulation.

You should not compound your demonstration of ignorance with a demonstrations of meritless ego. 100% of environmental compliance costs are deductible from revenue in determination of income. You should also seek more reliable source of learning. You're learning from a lot of misinformed fools.

The business community lies when it claims that new or tightening emissions regulations will increase cost of compliance resulting in higher consumer prices.
And Obama lied when he said "If someone wants to build a coal-fired power plant, they can. It's just that it will bankrupt them. Under my plan, electricity rates would necessarily skyrocket."

OK, got it.
If your idea of education is googling sound bites from the Internet, you'll continue to make gross conceptual errors.

You mistake sarcasm for "gross conceptual errors." Bless your heart...
