My father has literally about 30 old dvd/tv remote controls in my house, along with old electronic equipment that he know longer uses...are the remote controls recyclable?

Sure. The issue will be finding the proper disposal recycler. Most municipalities don't accept them in their recycling system so you will have to find the location to drop them off.

You locality may have an electronic drop off location through the solid waste system. (I can drop off all electronics at the municipal transfer station)

There may be an e-recycling event that you can use. (from time to time some organization will hold a e-recycling event for donations)

There could be a contract recycler that accepts them. (there is also an independent e-recycler that accepts items at reduce charges for those with municipal utility bills)

You just have to do a tad bit of research to find out where to properly dispose of them. Unfortunately, in some areas, there may be a small charge or donation for dropping things off. You can always use a private recycler that may pay for the items or charge a fee.
