That is very true. Both are more complex than a standard house wiring project.
It was like adding a sub-panel. In fact that is what it was.
Our e-panel came pre-wired and tested. Its cabling was all pre-dressed and just needed to be installed.
I added a new sub-panel to act as the new main breaker for grid-power coming into my house. I routed it to the e-panel, and a new line from the e-panel back to my original house panel.
No more 'complex' than adding a new light circuit.
We do. We take high school kids and after a couple of years of training that you'd never be able to complete, we turn them into operators.
