Actually I'm looking for ideas, best places to buy local flora/drought resistant plants in bulk for our homeowners' association. We have a lot of brown patches - so grass/sod seems like a waste of money. Any volunteer groups we can consult for ideas?

You can see if your area has a Native Plant Society.

Here's mine so you can see what they do:

Florida Native Plant Society

You can also contact your local Extension Service - they are volunteers who can not only assist you with plant selection, but offer free or low-cost workshops as well. Here's mine to give you an idea:
