Can't believe the city has to delay a pan handling ordinance. Im sorry but it does look bad on the city when every st corner has a pan handler. And it's embarrassing when I take out of town guest on a walking tour and try to show them how nice Greensboro is becoming only to be rude-ly approached by pan handlers. I say this because my last morning walk thru downtown, one pan handler from across street saw us walking And made a bee line toward us and asked if "we had a moment" I said no thank you and kept walking which he then yelled out " you ain't nothing special" .. kinda ruined the moment of showing my friend downtown. Although I guess that pan handlers do give the " big city feel" atmosphere... I just wonder if the city is gonna let them pan handle outside of the GPAC or Westin?!?

panhandlers fo give that big city feel, but the downtown parks are way too lenient.
That's weird because I have never seen even one there. I don't live there but I travel there often.
Neither have I. I've visited Roanoke for years and actually knew Roanoke a lot better than the Triad area, and never once did I see any pan handling. I see it plenty of times here though. The exit off New Garden, Exit onto 40 from 68, Battleground. I'm all about helping those less fortunate, but when I start seeing the same people at these different sites, I really start to believe things are not on the up and up.
This may not be true, but i heard some say that you could actually buy a pan handle license in greensboro.
Interesting that people mention they never saw pan handlers.
They are literally everywhere. Friendly center , many intersections, elm and pisgahchurch, lawndale and target,
and most famously on my drive cone and elm. I dont see it as much downtown. not the 'fakers' Downtown mostly as opportunistic approaches by people as the OP stated.
I was also once told by someone that Greensboro has a legendary homeless circuit that attracts near and far.
Between Urban ministries and all the churches and other organizations providing meals, you can literally "work the circuit"
7 days a week.
I used to work restaurants. we used to hire peoplel from UM to wash dishes. I would say 90% were not even from NC.
Greensboro definitely has a problem with pan handling, but for some reason just doesn't seem to care about it.

That was true, and its something done in many cities. I think that ordinance has been repealed, see the articles below.

I've heard this said about lots of cities. Asheville especially gets credit for this. I'm inclined to not really believe it, as every city has groups like Urban Ministry, Salvation Army, etc.

I don't think thats an accurate statement. City Council is at least doing something:

We were talking about not seeing pan handlers in Roanoke - not around here. Yes, around here, they're everywhere.
