That is a tough question to answer because there are several nice apartments in the area and it is easy to forget some of the less visible places. I can't speak from personal experience, but I really like the downtown location of McBee Station and the excellent amenities at Verandas at The Point. Other notables include (but are certainly not limited to) The Carlyle and Crestmont at Thornblade.

I'd check into McBee Station. Right on the edge of downtown, with everything you need in walking distance.

I don't think you can get it for quite that price range, but close. I just looked at them about a month ago, and if I recall, it was 1100 for their smallest 1 bedroom.

In my opinion, the location wasn't worth the small size and high rent. I looked more around the Haywood Mall/Woodruff Road kind of area. The ones I really liked were Caledon Woods and Walden Creek. Either way though, if being downtown isn't goal #1, you can get a really big, clean and nice place right around that 385/85 region, which still keeps you pretty close to everything.

We've been living at Verandas at the Point for a few months now - we looked at all of them listed in this thread and more and definitely are happy with our decision.

They do offer private balconies and/or sunrooms in select units.
