This is for a Christmas present for my four year old nephew.. nothing fancy and would probably be a quick, easy job for somebody. I thought about attempting it myself, but the 25th will be here before we know it and I really don't have time to learn right now. So.... HELP??

I have photoshop but yet to find time to sit down and to learn it unfortunately. Maybe look for photographers who use for their own photos? Maybe try a local web development company? Many websites places use graphic designers which most should be using / have access to photoshop. Maybe search job sites to see who's hiring graphic designers to see what places may be able to perform the work? Another option may be to use a freelance website and hire someone to do it (UpWork). Just some random suggestions, hope you're able to find someone to get the work done!

Try elance if you want. You can hire a person in a poor country for next to nothing on there.

"Photoshopping" covers a HUGE range of different techniques and styles. It would greatly help if you shared what it is that you envision.

I'll give that a look - thanks! Somebody DM'd me and suggested fiverr, and I have been chatting with someone there about it. Nothing set in stone yet though, so..

True, and fair point. Thing is I'm not the artistic type and was just assuming Photoshop would be what I needed. TBH I'm absolutely clueless with these things, so... Here's what I want.

As mentioned this is for my four year old nephew. He is completely obsessed with Dinosaurs, and I saw this once and thought it'd be a lot of fun to replace Ronald Reagan on top of this one with him..

It's possible in a manner od speaking, using the basic technique Mnimee applied. I'm not sure how effective a 4 year old head would be on the adult body, but I'd doubt pickiness over powering his excitement. Replacing the existing figure with a child's body would be a bit more difficult although probably also doable with some amount of creativity. A one off freebie for private use shouldn't create any sort of copyright problems.
