I've noticed talk about "smart code" in cities that are wanting to get more things going on in their downtowns. I'm not sure exactly what it is, but I gather from reading that it has to do with zoning and ordinances, etc to guide development in accordance with a city's "vision".
I would assume, based on how downtown Greenville has developed, that Greenville employs this, but haven't seen it mentioned here as I have in other forums. Is this a case of Greenville already having "been there, done that, got the t-shirt"?
